2026 Quebec PEQ Transition & PSTQ Policy Guide

Quebec’s immigration landscape has shifted. The traditional PEQ (Program for Quebec Experience) has transitioned into a broader PSTQ (Program for Quebec Skilled Workers Selection) framework in 2026.

1. Current Status of the PEQ Stream

In 2026, the PEQ remains available but with very specific prerequisites:

  • Graduates: Must have a diploma from a Quebec DLI and possess Level 7 oral French.
  • Temporary Workers: Requires 24 months of full-time experience in a high-skilled NOC and Level 7 French.

2. The New PSTQ Points System (2026)

The PSTQ system now uses weighted scoring based on labour market demand. Key factors include:

  • Verified French Proficiency: You MUST provide a TEFAQ or TCFQ certificate showing Level 7 (B2) or higher for oral expression and comprehension.
  • Spousal Language: If your spouse is included, they MUST possess at least Level 4 French for the application to be admissible.
  • Validated Job Offer (VJO): Holding a VJO from outside the Montreal Metropolitan area provides a major point boost, often guaranteeing an invitation.

3. Areas of Training & Field of Study

Quebec has updated its ‘List of Areas of Training’ for 2026. Applicants in High-Demand fields (Healthcare, STEM, Construction) receive priority processing and bonus points regardless of their exact years of experience.
